Jennifer Davis Carey
Jennifer Davis Carey serves as the founding director of the Initiative for Engaged Citizenship, an effort that works to equip citizens of Massachusetts and elsewhere, through a variety of educational activities with the knowledge and skills for thoughtful and effective participation in the democratic governance of their community, state, and nation. The Initiative is non-partisan and seeks to educate citizens, representative of the diversity of our communities in the rights and responsibilities of engaged, participatory citizenship. Its vision is an engaged citizenry of the full spectrum of our pluralistic society participating fully and enthusiastically in government at the community, local, state, and national levels.
Before beginning work with the Initiative, Carey served as Senior Director of training, education and dissemination at Commonwealth Medicine. She oversaw the development of education and training solutions for Commonwealth Medicine clients, the healthcare and caregiver workforce, and CWM-UMassMed affiliates. Her extensive background in education as well as in public policy assured that product and results that were educationally sound and practically applicable.
Prior to joining Commonwealth Medicine in July of 2007, Jennifer Davis Carey served as Secretary of the Executive Office of Elder Affairs. During her years of service she was instrumental in defining, and implementing the state’s Community First policy aimed at allowing elders to age in their homes and communities for as long as possible, was a key advocate for the passage of Chapter 211, the Massachusetts Equal Choices Law, and served as a delegate to the 2005 White House Conference on Aging. Prior to her work in Elder Affairs, Secretary Carey served as Director of the Office of Consumer Affairs and Business Regulation where she oversaw nine state regulatory and licensing agencies including the Division of Professional Licensure and the Board of Registration in Medicine.
Jennifer Carey began her career in Massachusetts government as Special Assistant to Governor Cellucci in June, 1998. She oversaw all constituent services and community outreach in the Governor’s External Relations Office, worked on a number of education projects, and served as liaison to the black and Latino Legislative Caucuses.
Before entering public service, Carey enjoyed a long career in education serving as an Assistant Dean at Ohio University, Senior Admissions and Financial Aid Officer and Director of the Minority Recruitment Program at Harvard and Radcliffe Colleges, and as teacher of English language and literature and Director of College Counseling at Bancroft School in Worcester.
Jennifer Davis Carey holds a master’s degree and a doctorate from Harvard University’s Graduate School of Education. She also earned a bachelor’s degree in psychology at Harvard and Radcliffe Colleges and has significant background in learning, psycho-educational assessment, and behavioral interventions from study at Ohio University.
In 2003 Jennifer Carey was the winner of the YWCA of Central Massachusetts’ Catherine Erskine Tribute to Women Award. In January 2004 she received the Jewish Community Relations Council of Greater Boston/MA Association of Jewish Federations’ Executive Achievement Award. She has also received the Advocacy Award from the Massachusetts’ Alzheimer’s Association, the Founders Award from the Boston Partnership for Older Adults, and a citation from the Suffolk County Caregivers' Alliance. She serves on numerous not-for-profit boards of Directors in Worcester and Boston.
